Texas Administrative Code Title 1 Section 5.51

1 Texas Administrative Code § 5.51 – Purpose

To provide guidelines for the governor in designating metropolitan planning organizations (MPO) pursuant to the Department of Transportation operating agency administrators’ letter dated November 12, 1973. The guidelines should allow for:

(1) maximum local government participation both in the designation process and in transportation planning;

(2) the use of areawide planning agencies which are responsible for conducting comprehensive planning; and

(3) minimum duplication of effort through the utilization of existing planning efforts and capabilities.
