Section 54 Administration of Criminal Justice Law of Lagos State, as amended in 2021, is about Arrest to prevent an offence. It provides as follows:

Notwithstanding the provisions of this or any other written law relating to arrest, a Police Officer knowing of a design to commit any offence may arrest, without Order from a Magistrate and without a warrant, the person so designing, if it appears to such officer that the commission of the offence cannot otherwise be prevented.
