There are authorized to be appropriated to the Secretary of Transportation to carry out section 1165 of this title—


(1)$38,000,000 for fiscal year 2008;


(2)$40,000,000 for fiscal year 2009;


(3)$55,000,000 for fiscal year 2010; and


(4)$70,000,000 for fiscal year 2011.
