7 U.S. Code § 4004a is about Applicability of supplemental nutrition assistance requirements. It is under Chapter 71 (Agricultural Trade Suspension Adjustment) of Title 7 (Agriculture) of the Code.

Section 2013(b) of this title shall not apply with respect to distribution of surplus commodities under section 4004 of this title.
